MINUTES OF THE BOARD OF DIRECTORS MEETING
September 9, 2003
Meeting held at Bannerman Place, 1508 Bannerman Road
Board members present:

Meeting called to order at 6:27 p.m. by President, Robert Hicks
Minutes from the August 12, 2003 board meeting approved as submitted.

Vacancy on the Board:
Melinda Halvorsen has moved out of the community and therefore resigned. The
board can appoint a replacement to finish out her term. Frank McClean was a
candidate in the last election receiving the next most votes.
Robert motioned to appoint Frank McClean.

Enforcement Issues: Otway house on Sinkola Dr. un-maintained
Several notices were mailed with the violations noted. The yard was mowed
recently although the entire property needs maintenance. Marie received a letter
from the owner’s attorney that they are in the middle of filing for bankruptcy
and not to contact the owners directly. The board voted to send a final notice
for maintenance to the attorney. If the property is not maintained by the
deadline, the board has authorized Jason Black of Eagles Eye Landscaping to mow,
trim hedges and complete the maintenance. The bill will be sent to the attorney.
Lighting at entrances: Robert discussed a proposal from Carlos of
Illuminations, Inc. to add more lighting and replace old fixtures at the
entrances. Steve Spook had to leave the meeting early which left the board
without a quorum. This proposal was tabled.
Pavers at Hawk Meadow: Robert met with Cox Asphalt to repair and replace the
brick pavers at this entrance. The proposal was for asphalt only at $1,000. The
contractor would require a brick mason to complete the job. Jason Black offered
to look at the site and report back to the board for possible repair.
Landscaping Improvements: Jason Black of Eagles Eye presented a preliminary
drawing with proposed changes to the Hawk Meadow entrance. This project included
removing some of the dead material and replacement of the grass and Indian
Hawthorns. Jason will present a proposal to include the plants and pricing for
board approval.
Financial Reports submitted for August 2003.

Community Park: Robert reported that one of the main items ranked on the
survey was a community park. Robert & Steve Spook recently met with the City
Parks & Rec. Dept. officials about development of a community park near the
holding pond/green space on Meadow Ridge Road. The park ownership would stay
with the city, the association would maintain and improve the area. The park
would be for exclusive use of Ox Bottom residents. All adjoining residents will
be surveyed before anything is implemented by the association. The early stages
of the project would include landscaping and walking trails. A Park Committee
was formed to include: Mike Wernke, Mark Zubaly, Grizel Ipek and Loyd Childree.
ACC Report: Bryan Seaquist
Bryan will submit a revised list of violations to the Board before the next
meeting.
Fall Picnic:
Marie scheduled the fall picnic on Saturday, October 18, 2003 at Hawks Rise
Elementary. A separate flyer announcing this event will be mailed to all
homeowners.
